Oak Hills Estate Subdivision Project

    The Oak Hills Estate Subdivision project consists of multiple applications for the following: Rezone (Case no. 15RZN-00000-00002), Vesting Tentative Tract Map (TM 14,180) and a Development Plan (15DVP-0000-000010) to create 30 lots that would facilitate the future development of 29 single-family homes on a 16.88-acre vacant parcel in the Vandenberg Village area.

    The project site is presently zoned Residential Ranchette, with a 10-acre minimum parcel size (RR-10). The proposed Rezone would apply a Design Residential - 1.8 units per acre (DR-1.8) zone district to the project site. The project includes one 9.5-acre common open space lot that would contain proposed private streets, stormwater detention basins, and private open space areas. The Burton Mesa Ecological Preserve borders the project site to the north and west, and open space areas on the project site would be preserved adjacent to the Reserve. Access to the project site is from Oak Hill Drive.

    Location

      The project site is located north of and adjacent to Oak Hill Drive in the Vandenberg Village area. The property is 16.88 acres, and is identified as Assessor Parcel Number 097-371-010, Third Supervisorial District.


    Status

      The project application was deemed complete for processing on September 4, 2015. Staff prepared a scoping document to identify issues that require evaluation in a project-specific Environmental Impact Report (EIR). A Request for Proposals (RFP) was released on November 23, 2015 and RECON Environmental was selected to prepare the Draft EIR.

      The Draft EIR prepared for this project (17-EIR-01) was released for public review on Thursday, February 2, 2017. The EIR identifies and discusses potential impacts, mitigation measures, residual impacts and monitoring requirements for identified environmental issue areas. Significant and unavoidable (Class I) effects on the environment are anticipated in the following areas: aesthetics/visual resources (project specific and cumulative). Potentially significant but mitigable (Class II) impacts were identified in the issue areas of aesthetics, biological resources, cultural resources, geology and soils, hydrology and water quality, noise, public services and utilities (short-term solid waste), transportation and circulation, and fire protection. Less than significant impacts (Class III) were identified in the issue areas of air quality, greenhouse gas emissions, and land use.


    Schedule

      Santa Barbara County P&D is soliciting comments on the adequacy and completeness of the analysis and proposed mitigation measures described in 17-EIR-01. You may comment by providing testimony at the public environmental hearing to be conducted on March 8, 2017 at 5:30 p.m. in the Santa Barbara County Public Works Conference Room, located at 620 W.
