Key Site #11 - English-Joseph Specific Plan (Mixed-Use Project)

The project proposed is a Specific Plan for a mixed-use development on approximately 4 acres of a 21 acre site. The site is located at the S.E. corner of the Clark Ave. and Orcutt Rd. (map) with approximately 61,500 square feet of commercial/office space on the first floor and approximately 41,200 square feet of residential use (30 apartment units) on the second floor. Most of the parking will be at the basement level of the structures.

A draft Mitigated Negative Declaration was circulated in January of 2008. The County received public comments on the MND including comments from the California Department of Fish & Game, who requested preparation of a biological report and a two-year protocol for California tiger salamander and the California red-legged frog. This work has been completed, and the draft MND will be revised to reflect the new information.
